Cubley

The Council previously consulted on its proposal to declare an AQMA in relation to pollutant emissions from Stoneleigh Cottage Poultry Farm, Derby Road, Cubley. It was the intention to declare an AQMA for a breach of the 24-h mean air quality objective for fine particulates (PM10). This objective for PM10 has a limit of 50 µg/m3, not to be exceeded more than 35 times a year. It is not considered that any other air quality objective is likely to be exceeded at this location.

Stoneleigh Cottage Poultry Farm became a regulated facility under the Environmental Permitting Regulations 2007(formerly the Pollution Prevention and Control Regulations 2000) in October 2007 and is regulated by the Environment Agency. The poultry farm has a capacity for 69,900 broilers (524,000 per annum) and consists of six rearing sheds.

The Order to declare the Air Quality Management Area was signed on 22 February 2010 and came into immediate effect. A copy of the Order and Appendix can be downloaded below. The Council is now working with the Environment Agency and the Operator of the facility to work towards developing an Action Plan.

The Detailed Assessment

Where the risk of exceeding an air quality objective is identified through the LAQM review and assessment process, or at any time during the year, a Detailed Assessment must be carried out to identify with reasonable certainty whether an objective is likely to be breached.

The Detailed Assessment in relation to emissions from Stoneleigh Cottage Poultry Farm was, in accordance with statutory guidance, submitted to Defra for review on 1 October 2009. The report was accepted on 11 November 2009. The Detailed Assessment and the Defra Review and Assessment Appraisal Report can be accessed below.
